De jure, the Core i5-11400 consumes only 65 watts of electricity and generates about the same amount of heat. But de facto Turbo Boost technology automatically increases the frequency by half a minute, which leads to a jump in TDP to 150 watts. Therefore, a miniature boxed cooler is an exclusively temporary solution, until you buy a tower or, better, a dropsy.

The new technology of unrestricted auto-overclocking Velocity Boost allows you to turn the Core i5-11400 into a permanent 150-watt. But this also places high demands on the motherboard, namely on the quantity and quality of power phases. Be sure to have radiators on the VRM.
