— durable, reliable, very practical and at the same time inexpensive material, very popular in all types of shovels, except snowplows (see the relevant paragraph). We can say that a full-fledged construction or garden shovel, suitable for heavy work, should be made of steel. Yes, and for tourist / car models, this option is often preferred, despite the rather significant weight.

Note that there are two main types of steel used in shovels. The usual one is cheaper, but it requires careful maintenance, cleaning after use (otherwise rust may appear) and regular sharpening (if it is at all relevant for this type of shovels). However, additional coatings can be provided for corrosion protection (see "Functions/Characteristics"). Stainless steel, in turn, is not afraid of corrosion, and sharpening on such a blade lasts longer — on the other hand, all this affects the price.
