Firstly, they use special compounds that remain soft even at low temperatures, at which "summer" rubber solidifies and loses its functional properties. (That is why it is not recommended to use winter tyres in the warm season: at elevated temperatures, the compound will be too soft). Secondly, to provide the necessary grip, the tread is made quite high, and in some models, spikes may even be provided. Actually, studded tyres are highly desirable if you plan to ride on ice or hard-packed snow; but on a hard surface, such rubber will be inferior to a non-studded one.
