Firstly, it significantly affects the cost of the device; secondly, for navigation on public roads, an ordinary smartphone or tablet with GPS is often enough; thirdly, registrars most often have rather modest navigation capabilities and are often inferior even to smartphones / tablets, not to mention specialized devices.
