This item is relevant only if you choose a xenon lamp (see "Type") — in other types of lamps, ballast is not required in principle, but xenon (of all varieties) must be connected to the on-board network through the ignition unit. It can be supplied as a kit (see "xenon kit"), but this option is not always optimal. So, light bulbs can be bought to replace burned-out ones, in a car where there is already an ignition unit; and some car owners prefer to select the ballast for the lamps separately, at their discretion. For such cases, this configuration option will come in handy.
