— in this case, a shelf means any device that allows you to place a dried towel (or other object) horizontally. Most often, this device is one or more jumpers located at the same level in the upper part of the heated towel rail. Drying on them is much more effective than hanging on the main jumpers; in addition, the shelf allows you to place more items without increasing the height of the entire structure. Note that there may be several shelves in the design.
