This is due to the fact that such devices are often used as a mass-size imitation of combat short-barreled weapons — and nowadays, pistols, not revolvers, are predominantly used as such weapons. At the same time, the energy of a blank cartridge is quite enough for a full-fledged imitation of recoil and the operation of reloading mechanisms.
As for weapons chambered for Flaubert, the pistol form factor is extremely rare in it. This is due to the fact that the optimal type of magazine for such ammunition is a drum. As a result, to use the “flobert” in pistols, it is necessary to provide a rather non-standard design: a fake pistol magazine, in the upper part of which a drum is installed. Moreover, the capacity of such a drum is usually noticeably lower than in revolvers; and the closed design complicates the weapon, reduces its reliability, and makes it difficult to eliminate delays in firing. So looking for weapons under the "flobert" in the form of a pistol makes sense mainly for those who fundamentally do not recognize revolvers.
