Poncho

— a poncho is a cape-cloak worn over outerwear to protect against adverse weather conditions (rain, wind and snow). The poncho has no sleeves, but has a deep adjustable hood. Such outerwear items are made of waterproof materials in camouflage or tactical colors. In addition, a tactical poncho can be used as an improvised awning, as a cape for a sleeping bag or even as a mat on the ground.
