From the manufacturer's press release:

"This lens is the lightest in its class, and the newly designed DC motor is smaller than previous models for the same power. This is achieved by increasing the angle of rotation and optimizing the gear ratio. As a result, the lens is even smaller than the EF 28-90 f/4-5.6.

The optical scheme of the EF 28-105mm f/4-5.6 lens has five zoom groups with four movable groups and internal focus: the number of elements is reduced to a minimum. Aspheric elements are used to improve image quality throughout the zoom range. All lenses are made of environmentally friendly lead-free glass.

The new type of electromagnetic diaphragm has an almost round hole at the widest apertures, resulting in improved out-of-focus background reproduction."
